Re:  1st Amendment Ballot Access Issue

Dear Mr. Attorney General:

As you can clearly see, the enclosed reply from Keith Ingram of the Secretary of State’s Office, Elections Division, is not a rational reply to my enclosed letter of August 22, 2013.

I am requesting a religious exception, as a Gandhian, to not be required to swear an oath on the Secretary of State’s website to gain ballot access for the 2014 Texas Gubernatorial race.  We Gandhians follow Jesus Christ’s instruction to “swear not,” meaning that we are not to swear oaths to that which is less than Truth Only, who is God. Swearing to man’s document is less than Truth Only. We Gandhians also follow Jesus Christ’s instruction:  “go not to law,” meaning that we are not willfully to place ourselves under the jurisdiction of man’s laws.  Therefore, I cannot “affirm,” as  in this context of seeking elected office, I would be willfully placing myself under the jurisdiction of man/ violence.

Your prompt attention to this matter before the filing deadline of November 9th, 2013, as I understand it, is greatly appreciated.

Most respectfully,

Gene Chapman
